I commend Deb for her wisdom.  Her guidelines are a "must read"  for
disaster mitigation.  Many of the problems St. Bernard has encountered
originate in the actions of local leadership that worked to our detriment.
For instance, debris removal should NEVER have been privately
contracted!!!!!   Because of that decision, St. Bernard entered a tangled
web of contracts, limitation of services, and contested invoices with FEMA.
The net result was delay.  Witness the one month hiatus in pick-up!  One can
only hope that the dislocations were a product of unfortunate decisions and
not some other agenda.
