The project and its financing sounds like a practical idea. 
Once the empty houses are gone, the street signs are back, the sewage flows
on its own, and all the pools are filled, people will complain that there is
'nothing to do' in the parish. So the park will be welcomed.
It is just like building the frame and foundation for the next level of
Maslow's pyramid, as we are sure to reach it.
