Here's what happened:  Gingrich, speaker of the House sent a budget that
Clinton did not agree with due to cuts in some areas.  He vetoed the budget
sent to him and Congress refused, at first, to even fund a C.R.  I was
affected as a Fed employee, was furloughed for about 2 weeks or so.
