purpose of construction of Huey P. Long Bridge and approaches did not
dedicate all of purchased land as right-of-way for widening and improving
highway portion of bridge approaches.  
Bridge contract between State and Public Belt Railroad Commission for
construction of Huey P. Long Bridge and approaches did not dedicate any
specific portions of purchased land as right-of-way for either highway or
railroad construction, and contract did not provide for future widening and
