I think Westley's right....the criteria by which a person is decided to be
or not be a U.S. citizen rest totally on the federally level.  States have
no say in the matter, and if at one point in the past they believed to have
some say, you can bet all that has be retroacted by either federal law or
federal court decisions.  As Westley said, you can believe if there was
anything to this in the least either his opposition or someone in the media
would have jumped on it by now.
