With population comes traffic, even more crime (depending upon where you get
the population from (New Orleans/N.O. East, out of town or people who feel
it's safer to come back into the community). 

Those same people from the East and the 9th ward were part of the shoppers
at Wal-Mart **before** Katrina and they even came and shopped at K-Mart in
Meraux.  

That would be part of the draw in re-opening the Wal-Mart store. It would
not simply be the parish population, but the larger area.
