Bobby Jindal announces two appointments to St. Bernard Port Commission By Bob Warren, The Times-Picayune November 06, 2009, 12:30PM Gov. Bobby Jindal's office has announced two appointments to the St. Bernard Parish Port Commission. In a news release late Thursday, Jindal said Bradley Cantrell of St. Bernard and Charles Reppel Sr. of Chalmette had been appointed to the board. Reppel, a former chief aide to former St. Bernard Parish President Henry "Junior'' Rodriguez, has been on the board for several years. He is the director of operations/marketing for the St. Bernard Port, Harbor and Terminal District and will be reappointed to the board to serve as a nominee of the parish's legislative delegation, the news release said. Cantrell is the owner and president of BJC Construction, Inc. Cantrell will also serve as a nominee of the parish's legislative delegation, the news release said. According to statute, the St. Bernard Port Commission is comprised of 5 members selected from nominations submitted by St. Bernard Parish's legislative delegation, subject to Senate confirmation, the governor's news release said. Until about 3 years ago, stating "media buy" with the company's name, address, etc. was more than sufficient on the campaign report. All the Boasso campaign did wrong was they didn't "break down" the itemized expenses as to how much was on tv as opposed to radio...like that makes a big deal when everyone associated with election-campaign business knows what is meant by the term "media buy". This entire complaint was connected to someone who was deep within the Jindal campaign and had a personal ax to grind against Boasso. The State Ethics Board recognized this and that's why the fine was a measley $230 - hardly worth the time to look into the matter. John -----Original Message----- Boasso campaign committee fined Charge centers on $1.2 million deal with consulting firm November 6, 2009 BATON ROUGE, (AP) - The campaign committee for former gubernatorial candidate Walter Boasso violated campaign finance laws, a three-judge panel of administrative law judges ruled in a decision released Friday. The panel ordered the campaign committee to pay a $230 fine, far short of the maximum $2,500 penalty the Louisiana Board of Ethics recommended in the case. The judges agreed with the state ethics board that the Boasso campaign committee didn't accurately file disclosure reports because it didn't properly itemize $1.2 million in expenses involving a Philadelphia consulting firm, Shorr Johnson Magnus. The campaign listed the spending as "media buys" in a July 2007 finance report and two months later filed an amended report that itemized the spending, after a complaint was filed with the ethics board. A political consultant for the Boasso campaign testified that he had never seen a candidate itemize media buys in a campaign for office. The ethics board also had levied a charge against Boasso in the case, but later withdrew the complaint. Boasso wasn't involved in the preparation and filing of the campaign finance reports, the law judges said in the ruling. Only Boasso's campaign committee was found in violation. Boasso, a Democrat from St. Bernard Parish, lost his bid for governor to Bobby Jindal in 2007. The Department of Labor recently announced that unemployment has now exceeded 10 percent - a twofold increase since the start of the recession. Even though Congressional liberals, over my strong opposition, passed their stimulus, unemployment is still now above 10 percent. Why? Because the stimulus was packed full of wasteful pork barrel spending that has nothing to do with stimulating our economy. Here is where some of the money went: - $300,000 for a GPS-equipped helicopter to hunt for radioactive rabbit droppings at the Hanford nuclear reservation in Washington state. - $30 million for a spring training baseball complex for the Arizona Diamondbacks and Colorado Rockies. - $2.3 million for the U.S. Forest Service to rear large numbers of arthropods, including the Asian longhorned beetle, the nun moth and the woolly adelgid. - $3.4 million for a 13-foot tunnel for turtles and other wildlife attempting to cross U.S. 27 in Lake Jackson, Fla. - $9.38 million to renovate a century-old train depot in Lancaster County, Pa., that has not been used for three decades. These projects are hardly the type of stimulus we were promised and are typical of the waste and government growth we've seen this year. That is why I offered an amendment to the stimulus to cut $40 billion in waste like this and why joined a majority of our congressional delegation in voting against the stimulus . At a time when all Louisiana families are tightening their belts we need to set an example in Washington, not continue with runaway spending. The landslide victories of gubernatorial candidates Bob McDonnell in Virginia and Chris Christie in New Jersey, plus the Maine referendum upholding marriage as a union between a man and a woman, clearly illustrates that "the state of conservatism is strong," writes Heritage's Conn Carroll in Wednesday's Morning Bell. But why would states that voted last year for President Barack Obama now vote against candidates the President himself campaigned for? Heritage Vice President Michael Franc explains that "it's all about taxes, debt, and too much government." In short, it's about the government's complete abandonment of conservative principles. The results in Virginia, New Jersey and Maine confirm what has become increasingly evident over the past 10 months: conservative principles are very much alive and popular among most Americans. Since taking office, President Obama has made it clear he is among the most progressive Presidents in our history. But he didn't win based on his progressive tendencies. In fact, Carroll explains that the President led a fairly moderate campaign: Obama promised to address jobs, the economy, our national security and even hold teachers accountable for children's education. Obama promised that most of America would receive a tax cut. He promised to win a necessary war in Afghanistan. These are conservative principle. Once elected, however, the President and his allies on the Left quickly abandoned these sound campaign promises in favor of big-government policies that increase taxes, kill jobs, raise the deficit and weaken our national security. As history has repeatedly revealed, there is an inherent conflict between these progressive policies and the "overwhelming conservative philosophy in America." Tuesday's results exposed this conflict by demonstrating the broad support for conservative ideals. They reflect the same sentiments expressed at tea parties, protests and town hall meetings nationwide: enough is enough! An even worse health care plan On Thursday, over 10,000 people rallied on the steps of the Capitol to express their concerns about the harmful health care discussions currently under way in the House of Representatives. The House could vote on this proposal as early as Saturday , though this timeline could slip as moderates peel off. "Look closely at the latest House bill," writes Heritage health policy analyst Bob Moffit in Human Events. "This 1,990 page beast contains all of the problematic issues Americans has with [the last proposal] -- and then adds more," all of which will adversely impact the lives of all Americans. Moffit outlines a few of the major flaws with the House's "revised" bill: 1. The federal government will control the health insurance market, roughly one-sixth of the nation's economy; 2. A great deal of power will be granted to a newly appointed "Health Choices Commissioner," i.e. a health czar, who would define coverage and premiums for everyone; 3. Eligibility for Medicaid, a poorly functioning entitlement program in desperate need of reform, will expand, causing benefits to decrease for those who truly need them; 4. Federally mandated minimum benefits that will be subsidized by taxpayers, regardless of whether they need the benefits or not; 5. Individual mandates that will require everyone to purchase government-approved coverage or else pay an extra income tax of 2.5 percent; and 6. Employer mandates that will likely force small business owners to cut wages and lay off workers in order to meet the coverage requirements, or pay a heavy fine per employee by choosing not to provide coverage. And all of this will be ours for a whopping $1.055 trillion over the next 10 years -- a price tag that will surely add more than "one dime to our deficits " and saddle future generations with massive debt. All of this is in the bill, but few will be able to see it, as Speaker Pelosi (D-CA) has rescinded her pledge to post the final language online for 72 hours before a vote. This is not real health care reform. Instead, Moffit argues, "it is a new health care entitlement that will speed up our fiscal insolvency, push new taxes on Americans in all income brackets and have a greater say over our health decisions." In an exclusive interview recorded at The Heritage Foundation, Rep. Paul Ryan (R-WI) explains that the current health care bill reflects a big-government approach to problem-solving. "The most outrageous detail in the current House bill is the philosophy on which it is premised," he argues. "It is premised on the philosophy that the government knows best how to organize one-sixth of our economy." Real reform should be a bi-partisan product, based on America's core principles, that empowers the individual to choose the coverage that best suits his specific needs and budget and those of his family. > Other Heritage work of note * Just days after its initial launch, We Still Hold These Truths, a new book by Heritage scholar Matthew Spalding, has proved a hit -- it was even showcased on the Glenn Beck show ! You can help this important book on America's first principles climb the best-seller list by ordering your copy today and by posting your comments on Amazon.com. Spalding's book is a "roadmap to where our country should be," writes Heritage President Ed Feulner on Townhall.com. By looking to the original intentions of our Founding Fathers in forming a constitutional republic, Spalding "outlines the core principles of liberty, details the progressive liberals' assault on those principles, and explains why and how we must defend and reapply them if we are to save our country." * Wednesday marked the 30th anniversary of the beginning of the Iranian hostage crisis, when 52 American diplomats were held captive for 444 days by Islamic militants. "The American hostages became pawns in Iran's internal power struggle," writes Heritage's Jim Phillips, an expert in Middle Eastern affairs. The crisis was badly mishandled by the Carter administration, which initially ruled out the use of force. The lesson America's enemies took away from the 1979 crisis is that "terrorism works." The lesson America should take away is that policies of engagement won't work when dealing with uncompromising extremists. * "Does President Obama match up to Candidate Obama?" Heritage fellow Lee Edwards is among several scholars to answer that question on National Review Online. "Unlike Candidate Obama, President Obama is not so much audacious as cautious," Edwards writes, "not uplifting but enervating in his rhetoric, not non-partisan but partisan in his politics, not unpredictable but all too predictable in his prescriptions: 'Got a problem? No problem, we the government have the answer.' All of which accounts for his sagging popularity and the rising tide of public protest evidenced in the town-hall meetings, tea parties, and results of this fall's elections." > In other news * Despite recent statistics suggesting an economic comeback, unemployment surged to a 26-year high in October -- 10.2 percent -- and this figure could easily increase. So much for the emergency "stimulus" package, which promised to cap unemployment at 8 percent. * 13 people were killed in a violent shooting at Fort Hood, a Texas Army base. Maj. Nidal Malik Hasan -- a 39-year-old military psychiatrist -- is the chief suspect in the attack. His motives remain the subject of speculation. * President Obama has signed into law yet another "stimulus" bill . This $24 billion plan will extend unemployment benefits and subsidize housing purchases. This is on top of the $787 billion "stimulus" bill passed earlier in the year, which has failed to work as advertised. * New evidence indicates Iran has experimented with designs for an advanced nuclear weapon. Breast cancer affects millions of women every year, and across our state, there are thousands of families who are unable to access the preventative cancer services they need to help reduce the impact of this disease on their lives. This bill will fund mobile mammography vans that will bring these services to them. I've also been working to prevent detainees at Guantanamo Bay from receiving the swine flu vaccine before high-risk segments of our population can be vaccinated. And I've been working to prevent cap-and-trade legislation - and its detrimental impact on Louisiana businesses and families - from moving forward. Below you can read about these and other issues that I'm working on, such as working to bring relief to homeowners affected by Chinese drywall issues. David Vitter P.S. - Please feel free to forward the newsletter to your friends, neighbors and business associates, and encourage them to sign up for their own copy by visiting my Web site at http://vitter.senate.gov/. WORKING AGAINST CAP AND TRADE As you know, I've been working to prevent cap and trade legislation and the damaging provisions it contains from moving forward in the Senate. This week California Senator Barbara Boxer pushed her cap and trade bill through Senate committee even though we don't have a cost estimate on the bill. Cap and trade legislation could be a real job killer for Louisiana and increase energy and gasoline costs for American families, and we should at least know how much it is going to cost before we work on this legislation. You can read more about the latest development regarding the cap and trade bill here . INCREASING ACCESS TO BREAST CANCER PREVENTION SERVICES October was Breast Cancer Awareness Month. Across the country, tens of thousands of woman and families are impacted by this disease every year. Early detection is the best resource we have to prevent breast cancer, but many women in rural and urban areas don't have access to preventative services. That's why I introduced the Mobile Mammography Promotion Act of 2009, which will help provide these much-needed services to women across the country. You can read more about this bill here . PREVENTING TERRORISTS FROM GETTING THE SWINE FLU VACCINE This week, the Department of Defense announced its intent to provide the H1N1 swine flu vaccine to detainees at Guantanamo Bay. The U.S. Department of Health and Human Services has directed that the vaccine be made available to certain high-risk segments of the population, including pregnant women and babies, but a shortage of the vaccine has left many individuals unable to be vaccinated. In response to this announcement, I introduced a resolution calling for the administration to reverse their course on this issue and see that the vaccine is provided to all of the high-risk members of our population. You can learn more about the resolution here on my website. WORKING TO BRING RELIEF TO HOMEOWNERS AFFECTED BY CHINESE DRYWALL Families across Louisiana recovering from hurricanes have been affected by the use of contaminated Chinese drywall in their homes. This week, I joined several senators from three other states on a resolution that would provide relief to these families. You can learn more about the resolution here . Good Job Senator.. This is very rare for one of our Political Leaders to do. If you think it isn't rare , just try to call and speak to one of our leaders on the phone and get an answer to a question.. But this announcement by Senator Vitter brings up one main question in my mind. Does it really take 2,000 pages of written data for a Government subsidized health plan for those that can't afford the high cost of commercialized health care? I mean we didn't have all of these meetings and brain power going into the Bail Outs of the financial powers that caused this financial mess that we're in right now. I would think it could be simplified by just a few requirements. to be eligible for 80% coverage of your doctors and hospital bills, one simply must : 1. Be a legal citizen of the United states of America. (no exceptions) 2. Be paid up on income taxes, (both National and State). 3, Prove their income level is below the poverty line with no hidden income. (under the table) 4. Not be a deduction by a legal child if the child has an income exceeding $100,000 yr. 5. If the insureds's total net worth is not more than $100.000. 6. Not be a paid employee of the US. Government . 7. Have their legally dependent children be under 18 years of age and be enrolled in school. 8. Be below the Federal Guidelines for being Obese. (Federal BMI Index) 9. Be non addictive to alcohol, cigarettes or illegal substances. 10. Not be a member of any other health plan. 11. Maintain a clean healthy living environment at home and around their house. I'm sure a few other guidelines could be added but 1,990 pages of health care requirements for someone to read? Maybe our children should start reading them in grammar school so by time they get married they'll be familiar with them, but how many additions will have been added by then? Will we ever understand them and totally agree? Maybe it might be cheaper for all of us if we just give annual bonuses for staying healthy and encouraging everyone to use the "old grandma remedies."? It worked for our grand parents. It can work for us. This should eliminate all illegal immigrants, politicians, manipulators of the system and crooked health care providers. and put enough money in the treasury to provide free or almost free health care for all the working moms and elderly and eligiblyly disabled and rightfully unemployed persons in the United States and it's territories. I would like to ask Senator Vitter how can we get this done?
