ST. BERNARD PARISH PUBLIC AND PRIVATE SCHOOLS CLOSED MONDAY
St. Bernard Parish Public Schools Superintendent Doris Voitier as well as
officials from Our Lady of Prompt Succor Catholic School in Chalmette and
Lynn Oaks School in Braitewaite said all schools are closed Monday, November
9, 2009 in anticipation of severe weather conditions associated with
Hurricane Ida.
Schools' officials said parents should stay tuned to the news reports for
updates on Tuesday.
Tune to the local news for information. Also, St. Bernard Parish Government
will be issuing updates on its website at www.sbpg.net
, on its cable access station at channel 76 for Cox
Communications customers and on its emergency communications radio station
at 1680-AM.

ST. BERNARD PARISH PRESIDENT CALLS FOR A LIMITED VOLUNTARY EVACUATION
St. Bernard Parish President, Craig P. Taffaro, Jr., has called for a
Voluntary Evacuation of areas of St. Bernard Parish that are located
outside of the Hurricane Protection Levee System.
The Voluntary Evacuation will begin at 6am on Monday November 9, 2009. The
start of the voluntary evacuation will be followed by an immediate increase
of patrols by the St. Bernard Parish Sheriff's Office within the evacuation
area.
All boat and trailer owners are asked to secure their property.
All St. Bernard Parish Government employees are expected to report for their
regular work schedule tomorrow, Monday, November 9, 2009.
President Taffaro has also called for all St. Bernard residents to follow
their personal hurricane preparedness plan. He has stated that he expects no
flooding within the Hurricane Protection Levee System, but he added that
residents should be prepared for potential wind related damage which could
include power outages. Residents should secure all loose personal property
around their homes.
The following items should be included in any preparation for a storm event,
but this is not an all inclusive list.
Water, Non-Perishable Food, Medicines, First aid kit, Batteries, Radio,
Telephone, Important documents, Fuel for vehicles and/or generators.
Caution should be used in any instances of downed power lines.

WASHINGTON - Republican National Committee (RNC) Chairman Michael Steele
released the following statement today:
"Today with help from their liberal House allies, President Obama and Nancy
Pelosi finally got what they have been creating behind closed doors these
past months - a government-run health care experiment that will increase
families' health care costs, increase the deficit, increase taxes on small
businesses and the middle class, and cut Medicare. As the elections in
Virginia and New Jersey clearly showed, the American people oppose bigger
government, more federal spending, and higher taxes. Broad, bipartisan
opposition to this bill was on full display this evening, and the Democrats
who ultimately voted for Nancy Pelosi's liberal health care plan will have
to answer to their constituents.
"Nancy Pelosi and her liberal lieutenants made a lot of promises today to
get the votes they desperately needed. Make no mistake - the Democrat
leadership's assurances were based on political expediency, not principle.

St. Charles, St. John the Baptist, St. Tammany
Tangipahoa, Upper Jefferson, Upper Lafourche, Upper
Plaquemines, Upper St. Bernard, Upper Terrebonne And
washington. in Southern Mississippi, Hancock, Harrison
Jackson, Pearl River, Pike and Walthall.

* Deep Tropical Moisture will Move Into the Region today Through
Early Next Week Resulting in Periods of Heavy Rainfall. Moderate
Durations of Heavier Rain May Produce Rainfall Rates in excess Of

Three arrested in St. Bernard in connection with $40,000 in thefts

The St. Bernard Sheriff's Office has arrested three people -- two adults and
a juvenile -- in connection with a series of heists of marine equipment that
have occurred since August.
The sheriff's office has recovered more than $40,000 in nautical goods -
including boats, motors, fishing gear and navigational devices - stolen
during at least five thefts in the Delacroix Island area, St. Bernard
community and Meraux. Some of the items had been taken from camps whose
owners live outside the parish.
Many of the pieces were abandoned in waterways or in the marsh, fueling
speculation that the thieves wanted to use the equipment rather than sell it
for money, according to a statement issued Sunday by the sheriff's office.
Tyler Camps, 17, of 2213 Gina Drive in eastern St. Bernard, was booked with
four counts of theft. Robert Jackson, 18, of 2213 Guilliot Drive, also in
eastern St. Bernard, was booked with three counts of theft. A 15-year-old
boy from the St. Bernard community, whose name is being withheld because he

All three suspects have been released on bonds, the amount of which were not
available.
The arrests were the result of an ongoing investigation by sheriff's
detectives and marine and special investigations divisions. The sheriff's
office said more arrests are forthcoming, with at least two warrants being
prepared for judges' signatures.

NEW ORLEANS - Hurricane Ida, the first Atlantic hurricane to target the
United States this year, plodded Sunday toward the Gulf Coast with 100 mph
winds, bringing the threat of flooding and storm surges.
A hurricane watch extended over more than 200 miles of coastline across
southeastern Louisiana, Mississippi, Alabama and the Florida Panhandle.
Louisiana's governor declared a state of emergency.
Authorities said Ida could make landfall as early as Tuesday morning,
although it was forecast to weaken by then. Officials and residents kept a
close eye on the Category 2 hurricane as it approached, though there were no
immediate plans for evacuations.
At 1 p.m. EST, Ida was located 510 miles south-southeast of the mouth of the
Mississippi River and moving northwest near 10 mph. The latest forecast from
the National Hurricane Center shows Ida brushing near Louisiana and
Mississippi, then making landfall near Alabama before continuing across
north Florida.
Yet many residents took the forecast in stride.
"Even though we're telling everybody to be prepared, my gut tells me it
probably won't be that bad," said Steve Arndt, director of Bay Point Marina
Co. in Panama City, Fla.
In Louisiana, Gov. Bobby Jindal had declared a state of emergency as a
precaution, and the National Guard was on high alert if assistance was
needed. New Orleans wasn't included in the hurricane watch.
But officials were encouraging residents to prepare for potential gusts of
60 mph by removing any tree limbs that could damage their homes and securing
or bringing in any trash cans, grills, potted plants or patio furniture.
Nearly 1,400 Louisiana residents are still living in federally issued
trailers and mobile homes after hurricanes Katrina and Rita; nearly 360
units remained in Mississippi.
"FEMA stresses that those in temporary (housing) units should not take
chances," Federal Emergency Management Agency spokesman Andrew Thomas said.
"Leave the unit behind and evacuate to a permanent structure that will
better withstand tropical weather systems and the associated winds."
Mississippi authorities warned residents to be vigilant. Authorities were
monitoring conditions to see whether any evacuations of lower-lying areas or
school closures would be necessary.
"It is likely we will at least be hit with strong winds and some flooding in
our coastal counties," said Jeff Rent, a spokesman for the Mississippi
Emergency Management Agency. Officials "do not want anybody to be caught off
guard."
Mississippi Emergency Management Agency Director Mike Womack said forecasts
called for tides of 4-7 feet above normal and rainfall totals of 5-7 inches
within 24 hours, which could mean flooding along the coasts and along
rivers.
Alabama emergency management officials did not immediately respond to phone
messages.
In the Florida Panhandle, residents in Bay County and Panama City were being
advised to secure boats and prepare for storm surges that could reach 2-3
feet. Heavy rain, wind and possible flooding was also expected.
"You really don't know until it gets close how you're going to be affected
by it," said Brad Monroe, Bay County's deputy chief of emergency services.
Ida wasn't expected to pack the wallop seen in 2008 when hurricanes Gustav
and Ike pelted the Gulf Coast back-to-back. There have been nine named
storms this season, which ends Dec. 1. Ida is only the third hurricane to
form, and neither of the others threatened land.
Ida wasn't expected to directly threaten New Orleans, where unflappable fans
at the Saints football game seemed unaware a storm was approaching.
"We're used to tropical storms," said David Clements of Chalmette, La.
"That's why we have a dome."
Earlier Sunday, Ida's wind and rain whipped palm trees in the Mexican resort
city of Cancun. Fishermen tied their boats down, though tourists seemed to
regard it as a minor setback.
"It's not what we expected," said Kathleen Weisser, a nurse from Fernley,
Nev. "We wanted sun. Instead we have liquid sunshine."
Ron Kaczorowski, of Chicago, said his daughter was forced to move her beach
wedding inside because of the storm. He said he had tried to reassure his
disappointed daughter that the nasty weather would make her wedding stand
out.
"I told her, 'How many people get married in a hurricane?'"

A controversial proposal asking residents if they want to ban new apartment
complexes in St. Bernard Parish has been rescinded, but voters will still go
to the polls Saturday to decide on additional fees that parish leaders say
are crucial to plugging millions of dollars in anticipated budget shortfalls
next year.
The parish is asking whether residents will pay a monthly $20-per-household
fee for fire protection and garbage pickup.The fee, expected to generate
about $3.36 million per year, will be evenly split between fire and garbage
services. Last year those two services, which the parish says cost around
$10.5 million annually, had budget shortfalls requiring millions in
transfers from the parish's general fund, mostly made up of sales tax
revenue. If passed, the fire protection and sanitation budgets would still
be nearly $4 million in the red, requiring additional infusions of sales tax
money from the parish's general fund.
"This $20 fee doesn't cover our gap; it just eats into our gap a little
bit," Parish President Craig Taffaro said. "We still have cuts to make."
Next year marks the first year since Hurricane Katrina that St. Bernard's
budget won't be buoyed by community disaster loans from the federal
government. The parish intended to reserve a portion of last year's $5
million loan from Hurricane Gustav for 2010, but slumping sales tax
collections have made that unlikely.
The $20 fee would expire at the end of 2015, and would require another
election to be reinstituted. The Parish Council also recently included a
provision that would exempt anyone older than 65 who has a homestead
exemption in the parish. The fee would be assessed to any home or business
with a water meter.
Without the additional money, Taffaro and the council will have to make
deeper cuts across the board. Taffaro has mentioned the likelihood of fewer
responses to complaint calls, reduced grass cutting and cutbacks in sidewalk
repairs.
Some residents have been skeptical of parish government asking for the fees,
particularly when services such as water meter readings have been
scattershot since the 2005 storm. Many residents either don't have reliable
water meters or are simply being charged flat fees of about $16, leading
some to wonder whether parish government could be capturing more revenue.
"I think folks are looking for fiscal responsibility in what they are
managing before they're willing to dish out the rest, to give the additional
$20," said Polly Boudreaux, president of the civic association for Meraux's
Lexington Place subdvision and herself a former council member and council
clerk.
Howard Luna, a parish justice of the peace who heads a group called
Rediscover District C in Chalmette, agrees that government could stand to
tighten its belt, but fears what might be lost if the fee doesn't pass.
What will have to be cut "in order to meet our obligations for trash
collection and firefighters?'' Luna asked. "Does it come from a fund that's
maybe helping to demolish commercial properties? Or from a fund to help keep
grass cut?"
The $10 that would go to garbage collection would put the parish on par with
other surrounding municipalities that currently charge fees. St. Bernard is
the only parish in the metropolitan area that does not charge residents a
monthly garbage fee. In New Orleans, for instance, residents pay $12 per
month. In Jefferson Parish, it's more than $13 per month. The fund is now
financed through sales tax and some property tax.
The fire protection issue deals with the amount of staffing needed at the
parish's 12 fire stations. The Fire Department has 94 firefighters, about
three-quarters of its pre-Katrina number, but faces staffing and equipment
requirements in order to prevent property insurance rates from escalating.
The Property Insurance Association of Louisiana rates parishes and
municipalities on firefighting capabilities, meaning the parish must pay
overtime or find money for new firefighters to maintain pre-Katrina
staffing.
"Our geographic region hasn't changed in terms of fire protection coverage,
because we still have residents we have to serve from the eastern end of the
parish all the way to Arabi," Taffaro said.

the change will clarify language that addresses council members serving on
boards and commissions that are political subdivisions of the state.
The measure would amend Article II Section 2-06(a) of the charter to
specifically allow council members to serve on such boards, but would
prohibit them from receiving compensation.
"It assures pweople that we won't accept a check for being on the council
but then also accept a check for being on some board,'' Councilman Kenny
Henderson said.
Councilman Wayne Landry, who has pushed for the amendment, said, "We just
think it's going to bring some clarity and get rid of the vagueness,'' in
that section of the charter.
The charter currently addresses council members serving on parish boards and
committees, but not state boards or committees such as the Hospital Service
District or the Housing, Redevelopment and Quality of Life Commission, both
of which count councilmen as members.
There has been no organized public opposition to the proposal.
