[StBernard] Protests by unsuccessful bidders have slowed corps' hurricane projects

The corps projects need to be done right this time: protect the people,
restore the wetlands.  There is still discussion over T-Walls and earthen
levees and the need for wildlife to be able to go over the T-Walls in some
way.  The Industrial Canal should be bermed and the projects around the GIWW
need to be designed so not to flood and destroy St Bernard Parish again.
With all this still being discussed in recent council meetings the timeline
will be extended regardless of the bidding reviews.
