[Webpro] Design Opinions

Hi All,
I decided to redesign my business web page. Current design (about 3 years
old) is here: www.tech-ease.net and new design is here
www.tech-ease.net/v2/. I've only done a basic design concept so far (no
other pages exist but this one). I've tested it in WinXP IE 6 and NS 7.1.
Screenshots from other browsers /OS would be great if you are so inclined.
General comments on design and function are very welcome, but I do have a
specific quandry I'd like some input on - I am considering a few options for
the content area:
1. Keep as-is and limit my content to fit in the space provided by the
background image.
2. Use frames or some other method to create a text-area with a vertical
scroll bar inside the space provided. See
http://gawow.com/rainyday/home.html for an example. Are frames the only
method I can use to achieve this look?
3. Remove the content box from the background image and create a vertically
expandable div to match the current design.
Opinions? Pros, cons?
