Emily:

I'm glad you are interested in relief carving. It's what I do, too.

About tools:

Buy the BEST you can afford. In my humble opinion, though, $30-$40 will
buy only ONE good tool. By "good tool", I mean tools from Henry Taylor,
Swiss (Pheil), Stubai, Flexcut, Three Cherries, Ashley Isles etc. A
basic set of 12 Swiss-Made chisels/gouges intended for relief carving
costs (here in Canada) $300.00. A similar set from Henry Taylor (Lee
Valley Tools) costs $375.00 plus taxes.

Marple tool sets cost substantially less, but are clearly inferior.
They do not hold an edge.

If you wish, you may issue a call from tool suppliers who subscribe to
this List to email you with links to their online catalogues, or to
send you a catalogue. Do this on-list. It might help if you let them
know approximately where you live. If you are in Canada, let me know
and I will send you information about several good Canadian sources.

My second book "Relief Carving: Patterns Tips and Techniques" details
the tools I use for my work.

Hope this helps,
