I guess that depends on what kind of finish you want to end up with.     If 
you use an undercoat or sealer before painting, your paint will sit on top of 
the wood, covering it up.   Some prefer that look, especially if the wood isn't 
very nice-looking.      I'm just the opposite, though - I prefer to see the 
wood and whatever grain is showing, so I don't use a sealer first.  Then when 
the paint is applied, it will soak into the wood.   Even further, though, I wet 
the piece first with plain water (seems to help the paint spread and blend 
more easily).   Then I use watered-down acrylics to paint the piece, layer after 
layer of color "washes" until I get the look I want - but still have the wood 
showing through the color.

There are, I suppose, as many ways to finish as there are ways to carve :-)
