Bill as the list owner on yahoo. You can go into the the group settings and totally disallow non text portions of a message to be posted. I think it is under settings. Uncheck allow graphics.
Then all graphics and pics would have to be posted on the Photo section. 
i found this out while tinkering around with my own group.
