JMTCW but couldn't you just sprinkle the powder onto the strop or wood and 
then begin the process?  I took a chip class from Barry MacKenzie and he 
sold up some white powder that sounds like what you have.  At frist he said 
to use 10# paper (I think), & sprinkle it on that.  Then he suggested to 
skip the paper and use a piece of hard wood to put the compound on.  It got 
ground into the paper, wood and even on a leather strop.  Unless you picked 
it upside down or a strong wind came along it worked very good!
