  Now isn't this fun!  I have never seen such a contraption but have really enjoyed the comments.  With the large hand-wheel and apparently small gear that meshes with the vertcal toothed bar, it seems that a lot of downward pressure can be applied.  Also, the horizontal clamp and wormscrew can obviously hold a piece of wood solidly while accurately positioning it.  With these thoughts in mind, I initially liked the of it being used to make mortises that Rip put forth.  However, the end works/tool does not look suitable and it seems that holes would have bo be pre-drilled before pressing out the squared end mortise.  Also you would not need so much height/thickness for the size wood normally used with mortises so I have reservations about that.  It is unlikely that even with a lot of pressure one could shear thick wood across grain, I prefer Gene's idea of it being a slicer or let's say a verticle splitter to make shingles, etc..  It does look like it operates similar to a manual, verticle version of a log/firewood splitter and the horizontal adjust assure accurate thicknesses.  Although I do not see a direct link to carving I still favor this one.  Maybe sometimes the grain ridges are then carved off to make smooth shingles or shims.
