[Woodcarver] Woodcarving Whatzit?

Mike,  it looks like this tool could be used quite effectively for 
slicing feathers/blades for fan-carving, but then maybe I have "channel 
vision."

OK, this probably won't stump too many of you, but what carving related 
function does this tool perform?  Yes, it is woodcarving related ;-).
