okay  heres another guess.  maybe its used to make the shoulders on tenons.  
the blade doesn't look like it could be pushed all the way thru the wood 
because the wood would stop the upside down T from pushing the blade further than 
the height of the blade itself.  and even if it could push into the wood the 
full height of the blade it would split the wood.  My earlier guess was a stock 
splitter of some type.  but i am tending to go with either some sort of 
tenoning device. perhaps even rabbets but you are limited to the size of the wood 
that could be held in the device. If the object is to split wood I imagine you 
could wind up with some square splines.
