Al, when I make strops (and I make about 20 a year or so to sell to my students), I use contact cement on both the wood and the smooth side of the leather. I make sure the glue is dry and put the leather on the wood correctly the first time, because once it's mounted the leather is exceedingly difficult to move. Also I cut as many wood blanks as I need for a piece of leather and glue them on the leather and then use a utility knife to cut the strops apart. I find it is easier to cut the leather this way than to try to cut and fit the stops one by one.
Hope this helps you.
BTW I'll be in Michigan at the Woodcarvers Roundup and the Expo from June 10 until June 19, if you'd like to have one of mine. I'd also welcome you as a student at this program. I'll be teaching how to carve smoothie shorebirds and some Santas, including carving small Santas as jewelry.
