The generic name is 'flap sander' and the main one that I've seen (& have) 
is called a sand-o-flex.
1/4 inch shaft & you can get sand-o-flex refils ranging from 80 to 320 grit. 
Just grabbed
3 catalogs off of the pile (Woodworkers, Wood Carvers Supply, & The 
Woodcraft Shop) and they
were listed in 2 of them at about $35 each.
