Are you shopping for a new camera or are you asking how to put pictures on the web?  If what you want to do is put pictures on the web and e-mail you just need to have your pictures in digital format (.jpg).  If you already have a traditional camera you can get your pictures put in digital format with a document scanner or by your photo development store.  Generally speaking, a digital camera costs more then a film camera and you need an expensive one to get the comparable quality of a film camera.  The pay back is that you don't pay for film and development and you can take lots of pictures to pick out the ones to save.
