Daniel -
    This subject is like politics and religion - everyone has an opinion and
everyone is right.
    To answer this from an educator for 37 years; you must realize that a
child from birth to 3 yrs. of age has already learned 60% of everything they
will learn in there life time - so responsibility must originally  be in the
hands of the parents who raise this child.  Schools need help but not all
the blame.
