[Woodcarver] finishing relief carvings

Friends,

On finishing landscape relief carvings I like to seal it with oil based polyurethane and then add a wash of oil based burnt umber.  If I use water based polyurethane instead of oil, is there a recommendation on whether to use oil based or water based burnt umber?
