Hi Dave,

You can use either but if you are brushing it on by hand the oil base 
will give you a longer working time.  I use water base and apply it 
with an airbrush so that I can control the amount of shading.  I work 
in small areas and I then wipe it with a damp rag to highlight the 
raised relief and leave it in the recesses.
