I think Pauls advice to use a laminate trimer is probably the best.
If you are going to fill it with resin then why go deeper than 3mm.
If you must go deeper then you could run the second cut with a 3mm ball in
the dremel.
The 3mm shaft on the mill should follow in the groove that you cut with the
router.and resist the wandering that you would get if you went over a
second time with the router.
If you were happy with a shallower groove then a 2mm tungsten cutter will
go 2 to 3 mm
deep in one pass.
