Ron,
I've never used either of those programs. I've always HTML and lately adding JavaScript.  HTML is extremely easy to learn. With editors like HotDog or Coffeecup and their error checking systems, it becomes even easier.  I must qualify this, I am an electronic engineer and a programmer, so what is easy for me, might not be for somebody else. I use HotDog, have reviewed Coffeecup. One of our list members uses Coffeecup.

One thing jumps out.  The cost of each of these programs is 3 to 6 times higher than HotDog and Coffeecup.

(Not a professional web designer either.  Credits are 4 different sites for me, just for fun, first one over 10 years ago. I just can't leave well enough alone even though the first one got an award for site design.  1 site for my local carving club and in the process of redesigning, 1 site for a small business)  

Each person needs to assess their needs and abilities. My only caution is that most people have greater abilities than they think.

  I concur with Byron about Front Page or other simplified software. 
However, I differ on the using straight HTML coding.  Although this 
works,  I would recommend using Adobe GoLive or Dreamweaver.   It 
will take a bit to get up to speed on these programs but being able 
to create what you want is much easier in the long run.  It would 
take a lot longer to learn the HTML that would enable you to do so 
many of the things these programs will do. Centering and sizing is a 
snap.  GoLive offers options for viewing the page in different 
browsers and screen resolutions.  I do think it's important to 
understand basic HTML so that you can find and correct minor 
glitches.  Look for courses at your local high school adult education 
department and community colleges.  I took a class in Photoshop and 
two classes in web design.  The first was HTML and the second in 
Adobe GoLive. They have been invaluable in my ability to market 
on-line.  I have designed two web sites for myself and my wife as 
well as doing regular upgrades. Check out the links below.  I'm not a 
professional web designer but I think they look pretty good for an 
amateur.
