Unfortunately there's not many choices.
1. Don't take tools.
2. Ship tools ahead of you and then ship them back home.
3. Insist on watching the search of your check on lugage then lock after checking.
What I've done is just simply put them in my luggage. I put them in a place that the X-ray equipment can see them clearly, with nothing around that might block that view. Don't give the inspectors any reason to want to do complete search.
