Without having seen your particular band saw, I remember trying to get
a friend's Sears 12" band saw to track straight. Alas, the two wheels
were partially plastic, and thus prone to warping, making adjustment
futile.
You might need to get a different band saw, sorry to say.
This time, get a good 14" model with full metal wheels, bearings and
adjustable guides. My recommendation is a Delta/Rockwell.
