My guess on how to make the bumps on a frog would be to take a small rod
with a rounded end and use a hammer to make dents in the wood, shallow
dents, wherever the bump would be desired.  Then carve or sand until the
dents can no longer, or nearly no longer, seen.  Then wet the wood and
the bumps should rise above the surface.

I have not tried to make a frog, but I am well familiar with the
characteristics of wood.
