"Only trouble am having is getting the screw which changes the area of the
top wheel for leveling as well as making the blade move so that is
centered.."

If you are having difficulty moving the screw/bolt that adjusts the upper
wheel on your bandsaw, be sure that you have loosened the lock nut on the
screw/bolt. This nut will be under the head of the screw/bolt and snugged up
against the bandsaw housing.
Once the blade is tracking correctly to keep the screw/bolt from moving
and to lock it in place, you need to tighten the bolt that is under the
screw/bolt and usually snugs up against the bandsaw case/housing.
To begin, I have to loosen the lock nut on my bandsaw and then I can
move the screw/bolt in and out till I get the blade to track in the middle of
the wheel. Once it is tracking correctly, I to go back and tighten the lock
nut, check the blade again to be sure it is still tracking correctly. After
that, I leave it alone.
Always check the tracking of the blade with the power off. I unplug mine
for safety. I turn the wheel by hand with a glove on. I like to cut wood,
not flesh with my bandsaw.
    Hope this helps.
