Hi Rod,
If those color changes, in basswood and pine, are only caused from a very
sharp chisel going in different directions those fibres will straighten when
a finish is applied. A finish like oil or varnish will swell the end of
those fibres and even out the color. The light will still reflect slightly
differently which only enhances the tool-mark effect in my opinion.
If those changes are from sanding the color will not even out because you've
created different absorbtion factors, unsealed and partially sealed from
sanding.
