Dave,
I use a "V" tool to define the major hair clusters, then use a 1/8 or 3/16 veiner to give some detail to the hair.
I like a veiner because it give a softer look to the hair than using a "V" tool for all the hair.
One important thing to keep in mind is that when we look at people we don't see individual hairs, we see clusters of hair, so don't try to put in too much detail.
