  A great book for carving in the round is Carving the Historic Western Face by Bob Lundy. I have just finished my first cowboy from his book, and really enjoyed it. Going to try the Indian next. They are step by step procedures with pictures tips and all you need to know, plus he has a great wit, and lots of information.
  As to carving hair, I use different size gouges to rough it in and get the general shape, and then use different size V tools to go over that and add a bit of detail, seems to work ok.
