Hi Dave,
That is the wrong direction for the belt to rotate for buffing. It is very
dangerous rotating downward because if the tool grabs it might hurt you.
Rotate the belt or buffing wheel upward. Than place your tool with the edge
pointing up so you can see what you are doing. Place the tool above the
center of the wheel so if it does grab it will be thrown away from you. With
your belt system point the belt and tool so if it grabs it will be thrown
away from you.
As mentioned, the back of the belt might work for buffing. If it is not
holding the buffing compound to the belt try using paraffin along with the
buffing compound until you get a nice wax buildup on the back of that belt.
You might have to sand the back of the belt to create a little tooth to hold
the compound.
