Alex,
sign makers use a very dense foam that is both carvable, paintable and
very workable with handtools for outdoor signs. It is not cheap, but
perhaps you have a local sign maker who will sell you what you need plus
somescraps for practice first. I don't recall all the details of the
stuff, but if you visit a signmaker, I would guess they could assist you
with it. The stuff is weatherproof once finished with paint, etc so you
will eliminate the problems you describe.
