Hi Jack,

If natural products (NOT wood) are allowed when building habitat, then I
would use sand and matt medium. Create the wooden base with the proper
surface shape of a shoreline, then use a brush to lay on a layer of matt
medium and sprinkle fine sand on it. Builders sand from the home center
will get you 80 lbs for a few bucks, and leave you enough to fill a
large bucket to sprinkle on your walk in icy weather after you use it
for your shore line. If you want to build up the surface, then use
multiple layers of matt medium and sand to accomplish your goal. The
matt medium will dry and become invisible while the sand will appear
loose yet held in place securely. You can plant some shore grasses
before the sand is applied as well.

If you need to make the sand out of wood only, then smooth the wood
where the water is, and roughen the wood with a very fine texture to
imitate sand. add ripples and such to give the effect you need.
