Irfanview available at http://www.irfanview.com can do all kinds
of wonderful things with images including convert them from and
to dozens of formats.

I use one of the filters to convert photos to sketches all the
time.  In fact I wrote an article on the subject for Carving
Magazine.

The Gimp (http://www.gimp.org) is also free and has similar
filters but is probably overkill for what most of you want to
do.
