Like Joe said, you wont keep the yellow colour.
If you want to remove the sapwood the quickest way would be a sanding disc 
in a small angle grinder.
Joe, I have carved osage orange and don't consider it hard.
Try a tool on that maler I gave you and you will see what we deal with in 
Australia.
