To shine up your tung oil finish rub it out and apply way and buff the heck out of it. You won't get gloss, but a nice semigloss. I've used the Beal Wood Buff System to good effect.
If you want a gloss finish then make sure the tung oil has dried completely (no longer smells) sand it down a little and apply most any gloss varnish.
