Try it upside down so the bevel is inside with straight cutting edge on top.
Think they may be called in-canal(sp) gouge.
I have four that were pattern make gouges used in making casting originals
for sand casts in metal casting foundry.

Subject: [Woodcarver] Another old Gouge
Hi all, Ibought an old gouge this winter and wonder if any of you can help
me identify the source. The gouge traces a circle of about 22 mm and is 18
mm wide. on the tang I see a H with an arrow pointing up above the H. I
can read J. HOWAR? CAST STEE? on the tang. The gouge is about 26 cm long
and this is equally divided between the wooden handle and the steel. The
gouge is sharpened on the inside of the channel (opposite to all my other
gouges). Any ideas on the history sourse company etc will be welcome.
