Hi, Merrilee,
Just had another thought on this subject.  There is a book out on 
carving flowers in which shellac is used cut 50/50 with denatured 
alcohol to stabilize and strengthen the wood while carving.  No 
guarantee, but it worked for that project and could possibly help 
with your+ project.
