[Woodcarver] Split mandrel help?

I have some Guge sanders that are like that and they work just great with the split mandrel sliding in real easy. Got mine from Big Dog.

For the power carvers out there.......
I have some tapered sanding points that have a hollow center with a bit
of sandpaper crossing the center of the hole. This would seem to need a
split mandrel that fits the size of the hole and the paper slips into
the slot on the mandrel. Once power is applied, it locks together to
sand without slipping.
My question is, how do you slide the split mandrel into the hole and get
the sandpaper flap inside to slip into the slot? I have some 120 grit
sanding points that don't want to slip into the split for me. I haven't
tried finer grits, but am guessing they will be equally challenging.
