Alex,

The value of using oil over lacquer is that they do not bind. Thus the oil can be easily wiped off where you want it thin. You vary the density of the color by how much you wipe off. Acrylics don't work the same way as they have a binder, and are more opaque. A similar transparent effect can be done with water colors over hide glue (or gelatin), which is a common technique in Austria and Germany to "let the wood show through." Watercolor pigments do not have a binder and can be wiped off where you want the color thin.

The principle behind both these techniques is to use a color that does not adhere to the sealer so it can be wiped off where desired. The top coat fixes the paint after the desired wiped effect is achieved.
