You will likely find as many opinions out there as there are people on
this list...however, for my $0.02, I suggest the following:
1) Determine your price point. Remember, the power carver itself is just
the beginning. You will need some sort of bits, etc. to fit it, as well
as accessories such as a foot pedal, maybe a hanger to hold the motor,
and perhaps a flexible shaft.
2) Most people I know would have several power carvers, such as a Dremel
tool (http://www.dremel.com) and perhaps a Foredom
(http://www.foredom.net/). Those are just brand names, but there are
many other fine rotary carvers out there.
3) What type of carving is she looking to do? If larger carvings, I
suggest a larger motor (and of course, larger price tag) and larger bits
4) Safety. This should probably be number 1...she will need to have
proper safety equipment such as goggles and filter mask...some wood dust
is TOXIC.

Do a search for power carving tools reviews and check out power carving
on YouTube. You should be able to get a handle on what you are looking
for based upon what you see. I hope this helps...and I would be very
interested to see what everyone else comes up with.
