After having checked, B-I-N is a sealer that is still shellac based, made specifically for covering stains.  Since I have had good results in the past with this, I would use it if I were in your situation.  Am attaching this page just as a reference to its properties:  http://www.bigpaintstore.com/zsr-00908.html?gclid=CJWOq4vx1bkCFcOh4AodgA0ADg

>Just got a batch of knees and many of them have very deep black spots and stains in them.  We usually paint  our Santas with acrylics after they are carved.  But it looks like we will need some kind of base coat, in order to really get the stains covered.  Is there an acrylic primer available?  Any suggestions or recommendations??
