Civil time is not UTC anywhere that I have heard about.

Even the British had other and better reasons than landscaping in
public parks for holding on to GMT.

Most countries have civil time on the (law-)books as being "UTC +
something", where something is often a function of time and in
a few cases also of (cultural) geography.

There are a few stragling countries like Denmark sticking up for,
at least on paper, mean solar time, but in practice doing the sensible
thing, like everybody else.

Please discontinue use of your "disconnecting civil time from the
sun" red herring, it has nothing to do with reality anywhere on
Earth, and only serves to confuse.
