Interesting results, but unfortunately this only looks at a one-hour
difference at one point in the year. I'd like to see the same stats
done across the entire year. In particular, is the road accident rate
dependent on the relationship between *solar noon* and office hours,
or between *sunrise* and office hours? An answer to that question would
give, at long last, a substantial scientific basis to the debate on DST.

Whether civil time is defined as an offset from solar time or as an
offset from atomic time seems quite orthogonal.
