Surely this would encourage programmers to hard-code leap-second tables,
thus guaranteeing problems after ten years use?

At least now software developers are (more) forced to do the right
thing.

Also, how much error can we expect on a ten-year estimate? This is a
quadratic sort of thing, isn't it, what with the angular momentum of the
earth?
