Rather because the ITU-T process is not as dysfunctional as the ITU-R.

Putting a bit more thought into it, the functional parts of the ITU-T
tend to be an alphanumeric label applied to an already-working
protocol.  As such it is long the case that time decisively belongs to
Dave Mills and the NTP crew.
