In other news that has come past the chairs of futureofutc.org,
if the Radiocommunication Assembly is not able resolve the issues
surrounding Document 7/1005-E then the word "intervention" has been
used as an action that the World Radio Conference might perform.
What that means is unclear in this inscrutably Byzantine process.
