[LEAPSECS] one second tolerance

The US financial industry regulations are changing to require
one second accuracy in the timestamps instead of 3 seconds.

Chapter 2 is all about clock synchronization.
Note that they require "Eastern Military (24 hour clock) Time", not UTC.
Note that they assert the existence of "the" NIST atomic clock as if
there were only one.

The combination of those two are somewhat nebulous and may leave
room for interesting interpretations.
